"impediment" issue type

it would be helpful to have a special "impediment" issue type to capture things that are getting in my way and prevent me from getting all work done. they're kind of like defects, but different, since are not related to the project directly.

for example some person not completing their assignment is an impediment, or a developer tool throwing an exception when I'm trying to do certain operation
