[Topic] "Edit | System Configuration..." has no effect

I don't understand the "System Configuration…" menu item. A click on it has no effect (neither in 0.8a nor in previous versions), that means, nothing happens.

I am logged in as the Admin (all "Rights" checkboxes are checked), language is English.

Any idea?
